Summarize CI Server Setup and Security Guide, add the draft
installation-security skill and tools/setup_check.ps1 (read-only
check practiced on the test system), and log ISS-008/009.

Tools

Helper scripts Claude can run. Scripts that read the manuals must not hard-code their location; take it from an argument or environment variable, with C:\Users\Public\Yokogawa\tls\doc\EN\ as the default.

Script Purpose
setup_check.ps1 Read-only check of a machine against the CI Server R1.03 setup and security requirements (skill installation-security)
