cliu a5a69dcdca Layouts: parameter-by-parameter test, desktop vs web (rounds 1-3) 
Add a tested parameter reference (frames, window options, menu/toolbar/status
line, commands) for the Operator Interface and the HTML display, new rules
(web-compatible frame shape, check-type items, profile initial display), and
issues ISS-062..065 for readme differences and web limits.
